How the High Income Child Benefit Charge Works in 2026/27

Statutory rules under Sections 681B to 681H of the Income Tax (Earnings and Pensions) Act 2003.

The High Income Child Benefit Charge (HICBC) was introduced in January 2013 to claw back state Child Benefit from higher-earning parents. Following landmark reforms enacted in the Finance Act 2024, the entry threshold was increased from £50,000 to £60,000 of Adjusted Net Income (ANI), and the taper rate was halved so that the full benefit is clawed back over a £20,000 window ending at £80,000.

The statutory taper formula is codified under Section 681C(2) ITEPA 2003:

Taper Percentage = floor((Adjusted Net Income - £60,000) / £200)%

For every full £200 of Adjusted Net Income above £60,000, you are charged 1% of the total Child Benefit received by either you or your partner in the tax year. For example, if your ANI is £70,000, your clawback percentage is 50%, meaning you repay half of your Child Benefit via your annual Self-Assessment tax return.

Child Benefit Tax Frequently Asked Questions

Official guidance covering HMRC thresholds, joint earner rules, and pension sacrifice strategies.

Under Section 15 of the Finance Act 2024 amending Sections 681B–681H of ITEPA 2003, the HICBC entry threshold is £60,000 of Adjusted Net Income (ANI). If the higher-earning partner in a household has an ANI below £60,000, you retain 100% of your Child Benefit tax-free. The clawback occurs across a £20,000 taper band between £60,000 and £80,000 at a rate of 1% of the total benefit for every £200 of income exceeding £60,000. At £80,000 and above, the tax charge equals 100% of the benefit received.

Use adjusted net income

For income-based benefit tests, use adjusted net income rather than the take-home figure. Check both partners where the relevant eligibility rule requires it.

High Income Child Benefit Charge, Tax-Free Childcare and funded childcare have distinct tests and dates. Their effects cannot be reduced to one ordinary marginal Income Tax rate.
